Stephen Cohen, a co-president of one of the congregations that used the Tree of Life Synagogue, said leaders of the facility had conducted active shooter drills in the past, and considered themselves well-trained in how to handle security crises.

He was also charged in a 29-count federal criminal complaint that included counts of obstructing the free exercise of religious beliefs resulting in death - a federal hate crime - and using a firearm to commit murder.

The mail bomb attacks and the bloodshed in Pittsburgh set off debate over whether the corrosive political rhetoric in Washington and beyond contributed to the violence and whether Trump himself bears any blame.

In Squirrel Hill, the close-knit neighbourhood and heart of Pittsburgh's Jewish community where the shooting occurred, a hush descended.

Cecil Rosenthal, 59, and David Rosenthal, 54, were intellectually disabled and lived together near the synagogue.

Brady said, "A hate crime is where an individual is animated by a hatred or a certain animus towards a person of a certain ethnicity or religious faith, and it becomes domestic terrorism, where there is an ideology that that person is trying to propagate through violence". U.S. Attorney General Jeff Sessions said the charges could merit a death sentence.

Bowers had made many anti-Semitic posts online, including one early on Saturday.

American officials say one person is in custody, and the FBI is investigating the rampage as a hate crime. I can't sit by and watch my people get slaughtered. "Screw your optics, I'm going in", he wrote.

But some victims' families reportedly have little desire to see a president blamed by many for fanning hatred, and a group of Jewish leaders from the city released an open letter on Sunday telling Trump he bears responsibility for the shooting.

"I remember when we had the attack in Manhattan, we opened the stock exchange the next day", Trump told FFA.
