Russian Pres. Putin Says Moscow Is Prepared To Renegotiate INF Treaty

The geographical spread of the leaders in attendance showed how the "war to end all wars" left few corners of the earth untouched but which, little more than two decades later, was followed so quickly and catastrophically by the even deadlier World War II.

Macron's speech was full of literary allusions, including to the French poets Guillaume Apollinaire and Charles Péguy, both of whom served in World War I. President Trump and Russian President Vladimir Putin each arrived to the commemoration separately, citing security reasons.

Macron, in the interview, also blasted Trump's recent announcement that Washington will withdraw from the 1987 Intermediate-Range Nuclear Forces Treaty (INF Treaty) limiting nuclear weapons that U.S. President Ronald Reagan and the Soviet General Secretary Mikhail Gorbachev agreed to.

After the ceremony, leaders returned to the Elysee for a lunch hosted by Macron, while the spouses lunched at Versailles. Vice-President Mike Pence will attend in Mr Trump's place.

World leaders with the power to make war but a duty to preserve peace solemnly marked the end of World War I's slaughter 100 years ago at commemorations Sunday that drove home the message "never again" but also exposed the globe's new political fault lines.

President Trump took umbrage at a recent interview in which President Macron talked about the need for a European army and cited the USA, along with Russian Federation and China, as potential security risks.

"The concern I have is that blinkered nationalist views may gain ground once again", Merkel said, warning that people were calling the "European peace project" into question.

"Nationalism is the exact opposite of patriotism", Macron said.

Leaders from the majority of countries that sent troops or workers to the Western Front met at the Tomb of the Unknown Soldier under the arch to light the eternal flame that is rekindled every night at the memorial engraved with the words: "Here rests a French soldier who died for the nation".

Dr Merkel, a fellow champion of liberal internationalist ideas, addressed the forum on Sunday, taking up some of the same themes.

The Paris Peace Forum, conceived by Macron, is meant to highlight the importance of worldwide institutions in helping resolve conflicts, avert wars and spread prosperity.

Rain on Saturday forced the cancellation of Trump's helicopter trip to a different American cemetery in France.

Apart from Mr Trump's typical detractors at home, some of the fiercest criticism over Saturday's no-show came from Europe's strongest supporters of the U.S. alliance.

Back at the White House on Monday, Trump tweeted that "much was accomplished" in his meetings, but voiced a familiar complaint about America's allies.

In the afternoon, Trump travelled to the Suresnes American Cemetery just west of Paris to speak to veterans. Putin shook Mr. Trump's hand, flashed him a thumbs-up sign and patted Mr. Trump's arm as he arrived, and Mr. Trump offered a wide smile. "It will seem like heaven to me to be once more where there is peace and only peace".

Putin added he would likely have a full-blown meeting with Trump "on the sidelines of the G20 or later", referring to a summit scheduled to be held in Argentina at the end of this month.

Putin also praised the idea of a European army because he said it could "strengthen the multipolar nature of the world".
